Printer will not print unless I pay a montly fee

I have had my printer for a while, but I cannot print any documents unless I pay for HP ink montly. I use my printer rarely so every time I am printing I have to pay 12NOK  for ink that I already have to have it available for printing. 
How can use my printer without needing to pay monthly so I can buy my own ink in store instead? 
I don’t understand why I have to pay for printing when I have the ink and printer already?!  And since I rarely use it, I havent had ink sent to me in many years. So I an getting nothing out of this.
