I've waited at least one billing cycle and the charge has not changed (reduced).

If you have changed to a lower priced Instant Ink plan but the billing is still at the higher level for more than the next billing cycle I would suggest you contact HP Instant Ink Support.  The phone number for US support can be found near the top of the document here, just after the address.

 Go to the HP Instant Ink site, the phone number (or chat option for some countries) will be listed in the lower center of the opening screen.  Check the country flag in the upper right, if it does not show the correct country click on the flag to change the country.

For the UK the number is also listed near the top of the terms of service document here, just after the VAT Id.
