I found out that the problem is the April 2019 firmware update by HP blocking you from using non-HP cartridges. Looks like their lawyers think that they can win the upcoming court case this time !! (unlike 2016-17 case !)
The solution is downgrading your firmware to before April 2019, and disabling the automatic updates as per below. I did this and it worked on my Officejet 8740. This message will likely be deleted by HP & associates !!

I have an HP Envy Photo 7855 and have been getting the same message--in spite of having removed and reinstalled the black ink cartridge several times and having disconnected the printer several times also. Any help would be appreciated here!

I have the same problem. We have tried cleaning both cartridges, and restarting the printer, but nothing works. I am sure the black ink is empty, but our online account says they will not send us a new one until the error message is resolved. We are enrolled in Instant ink, so this concerns me that we have been paying for 15 months, but cannot rely on ink being sent when we need it for our son's schooling during this quarantine. Someone from HP please respond and help us.

@agkhan3 & @Sarah731 Since the OP has Instant Ink services and you've posted on this thread, I'll need to know if you have Instant Ink as well, and also, about which printer you've got, check the below link for details:

This problem was only resolved when I was able to find the customer service number. I was able to talk to a technician. He fixed the issue remotely and placed an order for a new ink cartridge. He told me to keep the ink cartridge out of the printer until the new one arrived. It arrived in about 2 days.
