The EWS tool may work if the previous owner did not have an ink or HP+ subscription.
This explains how to Use the HP printer Embedded Web Server (EWS)
- Find the printer's IP address.
- Enter that IP address in a browser, for example: http://192.168.x.x
- Log into the printer's EWS using the PIN printed on the printer if it asks for one.
- Go to Settings → Restore Defaults.
- Look for Secure Erase / Start Secure Erase.
- Let the printer completely reset and restart.
- Remove the printer from the HP app.
- Add it again and connect it to Wi-Fi.
- Try registering it to your HP account again.
If the above does not work there may be an ink subscription that is causing the problem. You will have to contact the instant ink team:
