What gives HP the "Right" to Charge me for Ink and Paper which I use under HP's 'Instant Ink Free"? I think this may be a case of "Fraud or False Advertising"?

I have asked for help with this last month, but I do Not Receive an Honest, Truthful answer that does not contain "Double/Talk"!
