enrolled in ink program but cartridges ran out. they won't send more until it shows that ink is gone

We are enrolled in the ink replacement program. Two  of our cartridges show they need replacement. But HP virtual says they do not need to be replaced so they won't send more ink. Been using virtual assistant for two days, getting nowhere
