Microsoft Windows 10 (64-bit)

I have an HP laptop purchased in the last year. It has a touchscreen. Currently when I boot the computer there are a couple of gray circles on the screen. When I log in , a pointer appears in one of the gray circles and it vibrates. The touchscreen does not respond at all. 

The touchpad mouse kind of works, some of the time. It feels like the computer is fighting between the pointer already vibrating on the screen and so the computer doesn't know if it should respond when I move the mouse via the touchpad, or just stay where it is. Sometimes, it doesn't respond at all. 

I have tried rebooting, and using function keys to restore ujseability but nothing is working. Do you have any suggestions to offer?

Even after performing a complete recovery, you can see spots in the glasses, then it seems like it is a hardware issue.
