Microsoft Windows 10 (64-bit)

I have been unable to re- install printer driver and software onto my Microsoft Surface Pro laptop, after I had to disable my router for a while.  I keep getting the error message 'there was a problem installing software to your system.  Please restart and try again'.  I do this and the same problem arises.  I have tried removing the printer in control panel and device manager, but still HP installer won't install the software.  The printer did work with the surface pro before the router was turned off.  The printer does work wirelessly with an older laptop, which is windows 8.1 pro.  I have even paid money to HP support, who phoned me.  The were not able to get the software to install.  I have used HP's print and scan doctor - it tells me to download the software, which of course I can't.  The HP software originally came out in 2010.  Another error message I get when trying to add the printer using the built in Windows function is ' the driver is not available', which does not make sense, because it is available on the HP support pages to

Can someone please help me to get my printer to work with Windows 10 surface pro?
