Replaced the blue/gray feed rollers not long ago in slots 2 & 3 as well as tray 2 & 3. Have letter size paper in slot 2 and legal in slot 3. It printed the first page, then stopped with 13.1 paper jam error. No paper jam. Letter size paper tray gets one sheet of paper pulled about 1 inch toward the front of the tray and then stops - never gets fed further. Swapped trays. Letter now in slot 3 and legal in slot 2. Able to print 40 page letter size PDF with no issues from slot 3. I have the service manual for the printer. Didn't find anything useful. Seems the tray itself has no issues or it wouldn't print from slot 3. Must be something isolated to slot 2 only. I know it is 19 years old. I am laid off, and can't afford to go buy another. Please help.

It's the torque limiter issue.
Google HP 4000 torque limiter you can see what it looks like.
You can clean or change it.

Did you clean the pickup rollers as well? Those are the 4 1/2 moon shaped rollers in the top of the printer cavity that initially pick the paper and push it up to the feed rollers.
