> but if i connect my laptop to the printer it connects
Yes, over USB. You cannot connect the laptop to the network port on the printer without going through a networking device like a home router first. USB and Network are two very different connections and we are focusing specifically on the network port on the printer at this moment.
>so i dont think anything is wrong on the printer
Right, the rest of the printer is fine, but the network port on the printer appears to be damaged and in need of repair. Thats why it cannot connect to the home router and the lights do not light up.
> i think it is something on there network but not knowing enough about that stuff i have to rely on there onsite IT
If you are referring to using this printer on a corporate network then you need to work with the corporate resources in charge of that network. They may not be allowing you to plug in a foreign device like a printer wihtout recieving approval first. I would definitly contact them and recieve confirmation it is safe to proceed with installing your printer. They may have seperate instructions that you need to use to register the printer on the network before it will work.
> and they say the port is fine and it has to be the printer
That goes back to our original theory that the network port on the printer is broken. If this is your own printer then you shoudl be able to move it to another network and experiment for confirmation that the printers network port is broken. If the printer can connect to another network then you know its somethign with the configuration of the first network and not the printer. If the probelm follows the printer around from network to network then its definitly the printers network port that is busted.

Try installing the printer on your laptop over the network. Confirm the IP address and then hook back up the original laptop. If the original laptop can ping the printer at its new IP address then all you shoudl need to do is rerun the installation wizard to repair the connection. If the original laptop cannot ping the printer then there may be some kind of firewall or network issue that would have to be figured out.
You can also try installing the printer over the network and confirm the IP address by printing off a configuration page or configuraton report. Once you know the IP then you can begin network testing. If the IP looks bad then consider resetting or cold resetting the printer to pull in a fresh one.

Excellent observation. If there are no lights when the printer is connected to the network, but that same network jack works for other devices then it would seem there is a problem with the network port on the printer.
In that case the best thing you can do is either try another network cable and hope the original is bad. Or try a different port on the router with the printer. If those dont work then it would seem that the network port on the printer is truely bad and needs to be repaired or replaced.
Replacing the network port on teh printer is somethign that would be covered by warranty if you have any remaining. Consider contacting HP and see if they can do this for you first. If not then contact a local HP repair shop and ask for a qoute. If you are savvy enough with a soldering iron you can purchase network cards and swap out the components on your own with the assistance of a Service Manual.
Get the network port on the printer working again and then you should be back in business.
