Product description on Amazon states you can "print from the cloud—such as iCloud, Dropbox and Google Drive." Can you also print from One Drive cloud via wi-fi? Or would you have to use One Drive on your Windows PC?

What product are you referring to here?
The HP LaserJet M281 can print from whatever applications and OSes are supported. One does not print direct from the cloud, you print from a mobile device that accesses a cloud service such as iCloud, DropBox or Google Drive.
Generally speaking a printer does not directly interact with cloud services. With HP products we usually have to use something like ePrint to send emails with attachments to a registered email address. HP recieves the print job, formats it for printing and then sends it to an internet conencted printer. The job is received, attachment extracted and then physically printed at that time.

Note how in the Mobile area this printer supports the following options:
HP ePrint; Apple AirPrint™; Mopria™-certified; Wireless Direct Printing; Mobile Apps
To answer your question, as long as you are printing with this printer model using one of the supported mobile printing options you are good to go. Whatever you access on those mobile devices is up to you.
