A very warm welcome to the HP community. A very good day to you.
I understand that you have an HP Color LaserJet CM1312 Multifunction Printer. I read that the printer is powered on but the printer's display is blank. You have restarted the printer and that did not fix it. Not worry, I'll do my best to help you.
To provide an accurate resolution, I need a few more details:
- Did any hardware changes take place on the printer?
I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Disconnect the power cable from the printer while the printer is still ON.
- Disconnect any other cables if connected the printer.
- Press and hold the printer’s power button for 15 seconds.
- The printer should be directly connected to the wall outlet and not to a surge protector.
- Reconnect the power cable to print and the printer should power ON by itself. If the printer doesn’t power ON then please manually power it ON.
If the printer's display is still blank then I suggest you to perform a firmware update on the printer via this link.

If the printer connected directly to the wall outlet?
Meanwhile:
Perform a power reset
- Turn on the printer, if it is not already on.
- Wait until the printer is idle and silent before you continue.
- With the printer turned on, disconnect the power cord from the rear of the printer.
- Wait at least 30 seconds.
- Plug back the power cable straight to a wall outlet and printer without any surge protector.
- Turn on the printer.

I've the same issue with a brand new HP Envy 5643 model. I bought it a couple of years ago and now installing it for the first time. The printer display screen is blank when I power on to set up connection with my laptop. I've unplug and replug several times. Wondering if the printer display screen is not working because it was sitting in the box not opened for two years? What are the chances? Feeling very frustrated.
