I had to uninstall the software program for my printer and now when I want to reinstall it I can't. I have tried to install it from the CD I got with the printer and from the internet but it will not install properly.  It looks like it's a file on my desk but when I try to open it is says "extracting" 1-100% but then nothing happens. Anyone with a solution to this problem?

The file you download from the HP Suppport website is a self contained executable.  When it downloads to your machine it will attempt to extract all of the files that you need to a temporary location.  For some printers this is the C:\.  On other printers it is the users Downloads or %temp% directory.

FInd out where the initial download is being saved to.  Then run the file As Admin to make sure the extraction is a success.  Once the files are extracted to your machine you can then attempt to run the Setup.exe As Admin to make sure everything is elevated correctly.

Pay attention when you attempt to download and extract the files.  Try to record where everything is getting saved or extracted to.  Then retrace the steps manually to verify everything is working as expected.

You can ignore the CD.  The software that comes with the CD is outdated the moment it is shipped.  Always use the latest software solution for your printer model and OS from the HP website.
