I am unable to find the specifications for the scanner glass on your model. However, my first guess is that you are attempting to scan something that is physically larger than the scanning glass is able to accomodate.
I suggest scanning the passports one at a time. Send them to a PC and then digitally add the 2nd scanned passport image with a photo editing application. When you have the two passports positioned correctly on a single document then send them back to the printer like a normal print job.

Scan and attach a copy of the problem to the thread so we can see (do not use your actual passport or any sensative information).
Then copy the specific steps or take a photo of the scanning options that you are selecting on the control panel. For example, what are you pressing from the Ready screen to reproduce the problem.
We can then compare teh results with the scanning options you are selecting to see if this is a settings/configuration issue or some kind of a hardware problem or limitation with the scanner.
One more question, does the problem only happen when you scan in A4? Can you reproduce the problem on any other document file sizes?
