Hi,
Please clarify your exact HP Laserjet MFP model, as not all Laserjet printers support scanning to a Chromebook.

No scan solution is available for Chrome OS, however a such can be done using the Google Drive app.
See below document with the steps to print and scan using the Google Drive app:
Also the Scan to Email app can be used, using similar instructions to setup.

We followed the instructions to set up web services on the printer. We had to use our iPhone to go to the IP address the printer said to use to set up web services. On our iPhone we typed in that IP address and got the screen to set up web services setup. From there, on the site, it keeps saying connecting but nothing happens. We need to set up web services so we can set up to scan go google cloud.

What is your printer firmware version? tap Setup > Reports > Config Report and clarify the listed Firmware Datecode or Version.
It is possible your printer firmware is too old and will need to be updated to allow web services to work, such an update may require a temporary connection to a Windows PC or a Mac Computer.
Please let me know your current firmware datecode so I may guide you further accordingly, the latest firmware for a computer may be downloaded from the Firmware category below:

Hi,
I believe that upgrading your printer firmware should resolve the Web Services problem and should allow using the Scan to Email app, however I afraid you must use a temporary connection to a Windows PC or a Mac computer to update the firmware, the latest firmware version is 20180208.
You may try updating it from the printer directly, by selecting Setup > Service > HP Laserjet Service, then select Check for Updates Now, although I asusme it will fail with the same error as when enabling Apps.
If that fails, getting a temporary laptop, installing the printer software first and then installing the latest firmware should likely help and allow using the Scan to Email app, both can be installed from the link below:
