I need to be able to print from a HP Officejet 3830 printer from my Android cell phone. The printer is NOT going to be connected to a network ever. There are ZERO options with how to connect during the setup with HP Smart or HP Print Service Plug-in. Please help me to connect & to be able to print from my cell.

Welcome to the HP English Community --

If you are willing to do so,

Consider using Wi-Fi Direct.

This method uses the wireless radio on the printer to connect the printer to your device.

No router.

Might work - worth a look.

This!!!

This worked for me. Thank you so much for offering me the solution that I needed!

I'm now able to do EXACTLY what I need to do which is print documents etc from my Android phone using the HP Smart app.

I wish that the interface of the HP Smart app & the interface of the printer offered this solution in it's setup wizard etc. Not everybody is going to use this product on a network! Yes I'm at my workplace & no we don't have access to the internet & network for security reasons etc. This solution allows me to keep this printer instead of dumping it for one that a solution could be found so thank you for your thorough reply to me. This was EXACTLY what I needed!

For those seeing this in the future, my Wi-Fi direct pw was:  "12345678" which is what is shown in the link provided for "HP_printer setup (Wi-Fi Direct)" as the example pw for doing this.

In my case it was never changed from the default pw. In other words, if you're in my situation, try "12345678" as the default pw entry instead of going through & looking up the pw as there's a good chance that's it & it'll save you the time of finding it etc...

You are welcome.

I am glad you are "up and running".

I never had consistent success using HP Smart with my Android phone -- that said, the phone was one given to me by my provider when the old 3G network was shutdown - the phone was adequate but perhaps not ideal.  I've since moved to an iPhone and cannot really speak to whether HP Smart and Android are actually a good match.

So, the app might work.
