When I print from the hp smart app on my phone, the printer runs the paper through but it comes out blank. Printing a test page works fine, and printing from my laptop is also no problem.
I have already turned off my router, mobile phone and printer and than reconnected. After that the printer printed two lines and left the rest of the page blank.

Welcome to the HP Support Community.
Uninstall and reinstall the App. If the issue persists, reset the network settings on the phone:
- From the Home screen, navigate: Apps > Settings > Backup and reset. ...
- Tap Reset network settings.
- Tap Reset Settings.
- If applicable, enter the PIN, password, fingerprint or pattern then tap ResetSettings again to confirm.

Let's clear the print spooler on your Tablet:
1) On your Android device, tap the Settings icon, and then select Apps or Applications.
2) Select Show System Apps.
3) Scroll down the list, and then select Print Spooler.
Depending on your Android device, tap Storage, and then select Print Spooler.
4) Select Clear Cache and Clear Data.
5) Open the item you want to print, tap the menu icon, and then tap Print.
A print preview screen displays.
6) Next to Select a printer, tap the down arrow to view the printer list and then select your printer.

Do you have any other mobile to try this on? Also, make sure the mobile is up to date.

Have you selected the right paper size and type from the App to print?
Also, try updating the Printer Firmware: https://support.hp.com/in-en/document/c02919168
