I want to know if a HP Deskjet 2624 can print to an iPad using bluetooth only. The printer will not set up with the network

No.

You cannot print in Bluetooth, but you may enable Wi-Fi Direct and connect to the printer to print wirelessly wiith a direct connection.

 

Please follow below steps to enable HP Wi-Fi Direct:

Once enabled, press the Information button to print a report with its network name and password and connect to the Wi-Fi Direct network to print:
