Product: Officejet Pro 6978
Operating System: Android 5.1 Lollipop

I'm downstairs with my android tablet, and the upstairs printer is powered down. Do I need to go upstairs to turn it on, or can I do it from my tablet?

No sorry there is no provision to do a remote power down.  Just let the printer go into sleep mode and don't worry about it.

If it is completely powered off, then yes, you have to go up to turn it on.

 

As Sabertooth04 said, if you let it just go to "sleep", it will awaken when you send it a print job.
