I have tried enabling it from both the web interface and the console, in both cases it starts but ends with saying "Web services not enabled".
I've tried restarting and resetting the printer and to no avail.

Hi,
Please also ensure the latest firmware is installed on the printer, that might be crucial to allow web services to work on such an older printer model:

Let's try these steps:
Step 1: Assign Google's DNS
- On the printer control panel, touch the right arrow and go to Set Up
- Go to > Network Menu > Print Network Configuration
- On the printer control panel, touch the right arrow and go to Set Up
- Go to > Network Menu > Advanced Setup > IP Settings > Manual
- Enter the IP Address, Subnet Mask, Default Gateway obtained from the Network configuration page
- For the DNS address, use 8.8.8.8 as primary and 8.8.4.4 as alternate DNS.
- Save the changes
- Try to enable Web Services again
If the issue persists, you can perform a factory reset on the printer and then enable web services.
Factory reset settings of a printer differ from one printer model to another.
I will send you a private message that would have the steps to reset your printer to the factory settings.
Note: Resetting the printer to the factory settings would erase all configurations like your Wireless settings, Fax settings, and other preferences.
You have to re-do the set up again once you perform the factory reset.

Hi,
I'm having the same issue and have tried the solutions written here, but it did not work. I'm thinking i need to do a factory reset, can you help me with the instructions for that? my printer is a Officejet Pro 8600 N911a . thanks

Thank you, updating the firmware fixed the problem! I also changed the IP settings, but this alone did not solve it.
I previously tried to find the firmware for this printer but failed; HP should make it easier to find the correct firmware.
