Printer recently stopped printing from the PC. I can eprint and print from the app on my phone. It will print if I attach it a USB cable. Settings/Printers&Scanners on the PC, and diagnostics from the printer say that everything is fine.

For the benefit of other users, I will post my solution that worked for you here:
Please uninstall the drivers once again and install the Windows built-in drivers: https://support.hp.com/in-en/document/c01796879

Do you get any specific error message?
Let's run the HP Print and Scan Doctor:

If the issue persists, let's do a root uninstall and reinstall of the software:
Unplug any USB cable, if any, before doing this.
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Open up the run command with the "Windows key + R" key combo.
14.) Type c:/programdata and click Ok. Go to Hewlett Packard folder, remove any printer related folders & files.
15.) Restart the computer.

Thank you for your help. Here are the results.
Do you get any specific error message?
When I try to print from Microsoft Edge, the print window says "Your printer has experienced an unexpected configuration problem 0x80004005". If I try to print from Chrome or Office, the printer icon on the task bar shows "0 documents pending" for about a minute, then disappears.
Let's run the HP Print and Scan Doctor:
Recommended Updates Installed
Test Print - nothing printed
Internal Test Page - printed fine
If the issue persists, let's do a root uninstall and reinstall of the software:
All steps completed
Once done, please download and install the software from here:
Software downloaded and installed.
No change. No printing through methods described above.
Other options???

Since it prints via USB, let's convert the USB to a wireless connection and try: https://support.hp.com/us-en/product/hp-deskjet-3630-all-in-one-printer-series/7172306/model/8605129...

Your latest suggestion did not help. However you have solved my problem, indirectly, as far as I can tell. I found an old post: https://h30434.www3.hp.com/t5/Printer-Software-and-Drivers/Cannot-install-DeskJet-3630-on-clean-rein... Thank you.
Installing the built in drivers allows me to print wirelessly. I am disappointed that I'm not able to use the full software package.

I have basically the same problem, and because of it cannot print anything except test pages, So howdo I remember all these instructions? I would have to print them, which makes it easier to complete the set up.
