I recently switched to a new ISP, and now I cannot connect to Web Services. I can connect to the printer on my LAN using the printer's static IP address. I go to the HP Web Services tab and click on enable. After 'spinning' for about 40 seconds I get the message "Connection error. Check internet connection."
We have had this new ISP for about 3 weeks now with no other connection issues.

Welcome to HP support community.
If this issue started after changing the Wireless router, follow the below steps:
Check the router band setting:
Many routers can operate in both 2.4 GHz and 5.0 GHz frequency bands, but not all HP printers support both bands. Make sure the 2.4 GHz router band is enabled and broadcasting. If the router broadcasts separate network names (SSIDs) for each band, connect the printer to the 2.4 GHz band SSID.

I hope that helps.

There are no firmware updates listed for my printer. Could the ip address or eprint site address be blacklisted by my new ISP? What would I ask my ISP to check regarding blacklisted or blocked sites?
