New printer, Deskjet 3639. In home there are two laptops and two cell phones. All but one laptop connect wirelessly to the printer with no problem. One lap will not connect. I can use it with the usb but can not connect wirelessly. I´ve tried every one of the HP help options to no avail. Windows does not find my printer in the Printer & Scanner section (it does find my neighbors though) problem is probably there. Please help.

Welcome to the HP Support Community.
Let's try to do a root uninstall and reinstall of the software:
Unplug any USB cable, if any, before doing this.
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Open up the run command with the "Windows key + R" key combo
14.) Type c:/programdata and click Ok. Go to Hewlett Packard folder, remove any printer related folders & files.
15.) Restart the computer.
Once done, please download and install the software from here:

I have done exactly what you suggested. When the first screen of HP Smart opens it show a picture of my printer but says offline. The printer is connected to the network because we can print wirelessly from another pc and a cell phone. The printer will work fine if I use the USB.
Please advise.

Try assigning a manual IP. Refer to this video link for step by step instructions.
If the issue still persists, try adding a TCP/ IP port -
1) Print a Network Configuration Report from the Printer Settings or Wireless menu.
2) Right-click your printer, select Printer Properties, click the Ports tab and then click Add Port.
3) Select Standard TCP/IP Port, and then click New Port.
4) Follow the instructions to add a new port using the information listed on the Network Configuration Report.
5) Try printing.
Also, try updating the printer's firmware. Refer to this document for steps - HP Printers - Updating or Upgrading Printer Firmware

I'd suggest you Contact HP in your region regarding this, they should be able to take a remote access.

I have not had a chance to follow up on our last communication because I moved last week and things were quit busy. The problem that we discussed in this thread, I´ll call this problem “A” I´ll put aside for now because after we moved, a new problem “B” has arisen.
B. My printer does not connect to my new router and network.. When I try to troubleshoot The printer is on and is sitting about 10 feet from the router and the blue button is blinking. When I held it down as directed to connect I receive the message “printer is not turned on”. I´ve used the PC that worked fine, not the one addressed in problem “A” as did the cell, in our previous residence.
Please advise.
