Operating System: macOS 10.14 Mojave

Hello, I have bought HP 2720e, I have connected it to my laptop using wifi (hotspot, ie I connect my phone's internet to my laptop). Now when I want to connect the printer to my Android phone using the HP smart app it looks for a wifi ... but I don't have wifi at home, just my phone's mobile data. Can I still print from my phone?
