Welcome to the HP Community Forum.
Certainly possible --
ePrint is old tech, is full of rules and limitations, and is fully automated.
That means, machines are handling the service -- there are not any agents manually sorting or handling the transfers.
There are programs in place to enforce security and content integrity.
There is no History other than the email you are sent (confirmation of acceptance or rejection).

What to do?
No idea, really -- the following might be useful to at least eliminate some possible choke-points:
File Size -
Limited as described in the how-to document
File Security -
Although ePrint does not specifically check your PDF file for the type of internal file security options placed on the file, the ePrint process cannot handle a locked PDF file, that is, a PDF file for which a password is needed to view the content.
It is also possible the original location of the data is placing some kind of limitation on the file. Unlikely; perhaps worth checking if the file attached to the email was located (for example) in a Cloud or Network Storage location.
Mail Service -
ePrint attaches files to the email used to send the content to the HP servers.
At the point where the HP servers accept the email / data, it is sorted, checked for compliance to requirements, and sent along to the printer's email address. It's possible that the email sending the content to the HP servers dropped the attachment before it was sent. Note the word "possible" -- this is an idea and not an accusation.
