Reading a few of the same messages, besides power reset, they have said to upgrade firmware, and one said to removed ink cartridge, then power cycle.

Cant't remove the ink cartridges as they are stuck and won't move

HP Recommended

Will it move with the power off?

If not try the firmware upgrade.

Found this article that says the carriage should move with little force when powered off, unless something is jamming it.

Welcome to HP support community.

Provide the printer model number or the product number?

Perform a power reset

  1. Turn on the printer, if it is not already on.
  2. Wait until the printer is idle and silent before you continue.
  3. With the printer turned on, disconnect the power cord from the rear of the printer.
  4. Wait at least 30 seconds.
  5. Plug back the power cable straight to a wall outlet without any surge protector and printer.
  6. Turn on the printer.

Let me know how it goes.
