I get the following message "I cannot connect to web services. The server might be busy or temporary unavailable. Try again later." The IP changes from 172.16.16.16 to 169.254.7.85. Thank you.

From the provided IP Address, is it an enterprise environment such as an office network?

 

I will not be surprised if such a network is protected and you should contact your IT to allow the traffic to HP ePrint servers on your network.

 

Additionally, as you mention it changes to a self-assigned (APIPA) address, there might be some other issues affecting the connection stability.

Click the Wifi icon on the printer, then the gear icon and select Print Reports, from there select Wireless Test Report.

Is there any warning or alert mentioned by the report?
