The simple answer:
The printer is not bidirectional in terms of starting at the top or bottom.
Printing starts at the top of the page.
What else?
If the way in which the labels are placed on the paper (the table of rows and columns) supports it,
You might rotate the paper 'round and "start at the bottom" that way.
What?
The margins might be different on top / bottom - rotating the paper might help correct the alignment of the content.
Test on plain paper and hold up to the label paper to see the results.
What else?
Not sure.
You could create your own Word template so the table of rows and columns is configured and placed on the page within the margins you select. Template creation can be more or less difficult depending on what you need and your skill level.
Custom template setup does NOT address the way the printer prints on the paper - printer still starts at the top and prints down from top to bottom.
What else?
Perhaps the website where you purchase this paper can provide some insights on how you are supposed to print the labels. That is, check the website for printer setting suggestions.
