Instant Ink - defective cartridge

HP Recommended
HP DeskJet 3700 All‑in‑One Printer series
macOS 10.15 Catalina

The printer is printing blank pages. It starts printing one page with poor quality and lots of strikes and subsequent pages are completely blank. I've followed the Cartridge cleanup procedure multiple times but the problem persists. I'm now thinking the cartridge is just defective. How can I have it replaced?
