My samsung s23+ has the HP Smart Print app but I always get a message that my HP Envy 6500e series printer is not available.   The units are on the same wifi that is on and working.  I've also tried all the recommended fixes but nothing seems to work.

@MeQueenBe, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
I understand you're having trouble with your HP Smart app on your Samsung S23+ not detecting your HP ENVY 6500e series printer, even though both devices are on the same Wi-Fi network. You've already tried the recommended fixes, so let's go through a few advanced steps to help resolve this:

Ensure Printer is Connected to the Same Network

  • On the printer, go to Settings > Network Setup > Wireless Settings > Wireless Setup Wizard.
  • Reconnect the printer to your Wi-Fi network if needed.

Check HP Smart App Permissions

  • On your Samsung S23+:
    • Go to Settings > Apps > HP Smart > Permissions.
    • Ensure Location permission is enabled. This is required for network discovery on Android.

Reset the HP Smart App

  • Open the HP Smart app.
  • Tap your profile icon > App Settings > Reset HP Smart.
  • Restart the app and try adding the printer again.

Assign a Static IP to the Printer

  • On the printer’s control panel, print a Network Configuration Page.
  • Note the current IP address.
  • Access your router settings and assign a static IP to the printer (based on its MAC address).
  • Then, in the HP Smart app, tap Add Printer > Add by IP Address, and enter the static IP.

Reinstall the HP Smart App

  • Uninstall the app from your phone.
  • Reboot your phone.
  • Reinstall the app from the Google Play Store.

If the issue persists, try resetting the printer’s network settings:

  • On the printer, go to Settings > Network Settings > Restore Network Defaults.
  • Then reconnect it to Wi-Fi using the Wireless Setup Wizard.

I hope this helps.

Take care and have a good day.
