In relation to using AirPrint, I'm going to include a link here to a support document that covers the issue of "no AirPrint printers found" http://support.hp.com/us-en/document/c02623193
I know you said you tried all the troubleshooting but it might be useful as a reference. I've seen cases on the forum where people have traced this issue back to their router not supporting Bonjour protocol (the technology used by Apple devices to find other devices on a network). Take a look at this post for a good example http://h30434.www3.hp.com/t5/ePrint-Print-Apps-Mobile-Printing-and-ePrintCenter/AirPrint-problems/td.... The key takeaway seems to be that unless your router is claims to support the Bonjour protocol, don't assume it does. You may want to contact your router vendor if you don't know off-hand whether this applies in your situation.
Hope this information helps in your case and post back if you are still having trouble printing from the iPad, either with the ePrint mobile app or with AirPrint.

Let me take a moment to thank you for posting on the HP Support Forums. I understand from our post that you have an HP OfficeJet 4650 printer and are unable to print from your iPAD. I'd like to assist you with this case.
I would like to know when was the last time the printer printed from your iPad. Is the printer able to print from other devices/computers connected on the network?
Meanwhile, you could perform the steps from this link which could help to fix the issue: Printing with Apple AirPrint.
If the issue persists then you could use another beautiful app from HP which is the HP ePrint App to print from your iPad: Using the HP ePrint App to Print.
