I came across your post and would like to assist.
I understand that you have an HP DeskJet 3700 All-in-One Printer and your Samsung s7 mobiles phones find the printer but cannot connect to it. There is a message saying the internet may not be available. There are 2 other phones that automatically connect on the same network.
I would like to know the following information to assist you better:
- Are you trying to connect to the printer's Wi-Fi Direct? The Wi-Fi Direct provides a direct wireless connection to your HP printer that allows you to print without joining a local network or connecting to the Internet. When you activate Wi-Fi Direct on your printer, you can securely print documents or photos from most Wi-Fi-capable computers and mobile devices. The technology is similar to Bluetooth, but uses Wi-Fi to work at greater distances and faster speeds.
While you respond to that. I recommend you to perform the following steps to fix the issue if you're attempting to connect to the Wi-Fi Direct:
After you turn on Wi-Fi Direct on your printer and Wi-Fi on your supported Android mobile phone or tablet, simply select DIRECT-xx-HP [your printer model name] from the list of available printers to print.

Install the latest version of HP Print Service Plugin (recommended) or Mopria Print Service on your Android mobile device. You can download these plugins from the Google Play Store or another Android app provider, depending on your region. Open the app settings and enable it.

On your printer, turn on Wi-Fi Direct.

For printers with a control panel, touch the Wi-Fi Direct icon
to display the Wi-Fi Direct name and password.

For printers without a control panel, press the Information button
to print a report that includes the Wi-Fi Direct name and password.

If the printer does not have an Information button, press the Start and Copy buttons at the same time, or press and hold the Resume button
until a report with the Wi-Fi Direct name and password prints.

If the option displays, select Automatic to require a simple password of 12345678 to connect to the printer, or select Manual to generate a more secure randomly generated password that users must obtain from the printer.

On the Android device, tap Settings > Wi-Fi and make sure that it is set to On. You do not need to be connected to a Wi-Fi network.

Open the photo or document that you want to print, and then tap Print from the app menu, or use the Share option from an app to send the content to the print plugin.

Confirm that DIRECT-xx-HP [your printer model name] displays as your printer on the print plugin settings screen. If a different printer name displays, tap the name to display a list of available printers, and then select DIRECT-xx-HP [your printer model name].
NOTE: If the printer name does not display, you might be out of range of the Wi-Fi Direct signal. Move your device and printer closer together.

Tap Print or the printer icon.
If the Samsung s7 phones still doe not connect the the printer's Wifi-Direct network then try updating the Android operating systems on the Samsung phones.
