Printers and networks vary a great deal from one to the next.
It is possible your network connection out to OneDrive is just not fast enough to use. It might not even be your fault - the 'net is a busy place and OneDrive does depend on OneDrive services to keep your folders and data ready, available, and synced.
In general, scan-to-network is applicable to folders in your computer that are available to you (read / write) access.
Use the IP address of the destination machine as opposed to the "server name".
The printer is unaware of the Microsoft login requirement necessary to add files to your OneDrive folders on your PC.
When you set up the Scan-to-network profile parameters, use your Microsoft account userid and password.
The path to the OneDrive folder is similar / same as what you use for other local Scan-to-Network profiles.
Example - Officejet Pro 9025 - EWS > Scan > Scan to Network Folder > Network Folder Setup
Open your favorite browser > type / enter Printer IP address into URL / Address bar
Tab Scan > Scan to Network Folder > Network Folder Setup
Add / Test / Edit Profile
