When I tap PRINT it takes around 2 minutes to print an A4 document, or between 10 to 15 minutes to print a 7" x 5" colour photo from my Samsung Galaxy J4+ mobile phone (Android 8.1 Oreo). It seems to be a slow communication over the WiFi between my phone and the printer. With colour photos, after I tap PRINT there is a long delay before it starts printing, then it prints a little bit followed by another long delay, then it prints another little bit, and so on.

I tried something else. I went to SETTINGS, CONNECTIONS, MORE CONNECTION SETTINGS, Printing, turned OFF HP Print Services, and turned ON Default Print Services. Printing one high resolution colour photo onto 4 x 6" photo paper is now taking 1 minute which is a big improvement.

What is the file format you are trying to print from the smartphone?
What application are you using to print from the smartphone?
Update your smartphone to the latest version and check if it helps.
Also, try updating the printer firmware to the latest version.

Try the steps recommended below.
Clear the Android OS Print Spooler cache
Sometimes resetting and clearing the Android OS Print Spooler cache can resolve the issue.
On your Android device, tap the Settings icon, and then select Apps or Applications.
Select Show System Apps.
Scroll down the list, and then select Print Spooler.
Depending on your Android device, tap Storage, and then select Print Spooler.
Select Clear Cache and Clear Data.
Open the item you want to print, tap the menu icon, and then tap Print.
A print preview screen displays.
Next to Select a printer, tap the down arrow to view the printer list and then select your printer.
Open the file you’d like to print (anything from Google Drive docs to pictures stored on your phone).
Select the Menu button (the three dots in the top right corner).
Hit Print
Select the 'down' arrow (next to Save as PDF)
Select the printer you want print from. If you can’t find it off the bat, select All printers to bring up a list of options
Once you’re all set, click the Print button (usually printer-shaped).

I am printing jpg photos, resolution 4128 x 3096, selecting the photo in Gallery, tapping the 3 dots and selecting PRINT. Both my mobile phone and my printer have the latest updates. I cleared the Print Spooler cache/data and tried printing a photo on 4 x 6" photo paper and it took 4½ minutes to print! When my son prints from his laptop the printer prints fast.
Tried printing from HP Smart app which took 3 minutes to print.

Does the issue persist when you make a copy from the printer?
Try printing a self-test page from the printer and check the printing speed.
Also, try the steps recommended below.
Reset the printer
Resetting the printer can resolve some types of slow printing issues.
-
Turn the printer on, if it is not already on.
-
Wait until the printer is idle and silent before you continue.
-
With the printer turned on, disconnect the power cord from the rear of the printer.
-
Unplug the power cord from the wall outlet.
-
Wait at least 60 seconds.
-
Plug the power cord back into the wall outlet.
NOTE:
HP recommends connecting the printer power cord directly to the wall outlet.

Reconnect the power cord to the rear of the printer.
-
Turn on the printer, if it does not automatically turn on.
-
Wait until the printer is idle and silent before you proceed.
Try to print.

Copying a photo on my printer works fine, as dies printing a test page. Unplugged printer for 2 minutes, then plugged it back in. Waited for printer to reset, then again tried to print a photo which this time took 3½ minutes. So, still a problem.

Does it happen while printing a particular file or is it with all the files?
If you have issues printing a particular file, it could be because of the image resolution.
Try to lower the image resolution and try printing again.

Problem occurs with all photos when printing from my mobile, but the problem doesn't occur when printing from a laptop. Even documents are slow when printing from my mobile phone. I previously had a Galaxy Note 4 and a Nexus 5 and had no problem printing from them. Problem has only occurred since using my new Galaxy J4+ mobile.

Thanks for the update.
It certainly sounds like an issue with the smartphone. As you are able to print from other smartphone and laptop without any issues. So I suggest you try performing a factory reset on the smartphone and try printing again.
The location of Factory Reset in your settings will differ slightly depending on the model and operating system of your device..
Settings > General Management > Reset > Factory data reset
Settings > Backup and reset > Factory data reset
Settings > Privacy > Factory data reset
