Hello,
Make sure that the printer is connected to the network before to Turning On Web Services.
Please update the printer firmware using the USB connection from the HP link below.
https://ftp.hp.com/pub/softlib/software13/printers/oj5200_1925A_win/OJ5200_R1925A.exe
Refer to Updating or Upgrading Printer Firmware section about the steps.
