I have an HP Officejet 5746 (wireless). I disconnected the power cord from the outlet and replaced the empty ink cartridges. When I plugged the power cord back in, the printer started by itself and the error message 'Turn Power Off then On' was displayed on the product control panel. When I pushed the power button on the printer to shut it off, the printer restarted and displayed the same message. Every time I push the power button to shut the printer off it does the same thing, restarts and displays the error message 'Turn Power Off then On' on the control panel. If I unpug the power cord from the back of the printer, wait 30 seconds, and plug the power cord back in the printer automatically restarts and displays the same error message.  I have tried unplugging everything and pushing the power button down for 30 seconds (as suggested by one of these forums), then plugged the power cord directly into a electrical outlet and this netted the same result.  I cannot operate the control panel screen. Does anybody know what is going on?

Let's start off by updating the printer firmware. If your printer connected wirelessly, make sure to temporary connect the device with USB and then follow the link to install the latest firmware update on your printer from our HP support website. Alternatively you can also try to update the printer firmware directly from the printer control panel.

If the issue persists, I would suggest here is to do a hard reset on the printer and make sure that the printer is connected directly to the wall outlet and not to the surge protector.

 

With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.

Remove USB cable, if present.

Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.

Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord and then plug back the power cord to the printer.

Turn on the printer and wait till warm-up period finishes and the printer is idle.

 

If the issue persists, I would suggest this could be a possible hardware failure. I would recommend you contact our HP support team for further assistance.

Select the product type.

Enter the serial number of your device or select let HP detect your product option.

Select the country from the drop-down.

You should see the HP phone support number or Chat option listed.

Dear Jeet_Singh,
     Thanks for responding to my inquiry. I did everything you suggested and nothing has changhed. The printer is still showing the same error code. I have discovered that if I hold down the printer power button for a minute or so, it will shut off. Unfortunately, when the printer is turned on, it produces the same error message.

I'm afraid this looks like a possible hardware failure with the printer. I would recommend you contact our HP support team to get this printer serviced or suggest possible upgrade options.
