Just bought an HP Tango to take on the road with me and want to figure out in advance how to print with it using my Iphone 7plus hotspot capability. Reliable wifi won't always be an option. Can anyone point me in the right direction please? Thanks

Hi,
You cannot use an Hotspot to connect to the printer, a such offers internet access and not local netowrking as required to communicate with a printer.
You may setup HP Wi-Fi Direct and connect your phone to the Wi-Fi Direct network to print without a router access.
See page 32 of its user guide to enable Wi-Fi Direct and get its Password, connect your iOS device to the printer:

Next you may print using AirPrint once connected to the printer:
