Can you go to C:\Windows\System32\spool\drivers\x64\3 and find PrintConfig.dll?
If you can't find it, you can copy the PrintConfig.dll from a different PC (Has to be same Windows version).
I had zip the PrintConfig.dll and attached it. You can extract the PrintConfig.zip then copy to C:\Windows\System32\spool\drivers\x64\3
Restart PC and shall fix it.
