I have set up a guest network for my children to use and I use the main network as an administrator so that I can monitor and restrict their wi-fi access as needed. I have the main network setup to work with my wireless HP Envoy 4520. Is there any way that my children on the guest network configuration can wirelessly utilize printing to this printer?

To print wirelessly to the printer, the device from which you print and the printer should be on the same network. It cannot work otherwise.
When you have the printer and your computer/mobile device connected to the main network, wireless printing works fine.
Anyone connected to a guest network cannot print as the printer is on the main network. But there is an alternate method of printing wireless to the printer.
HP wireless direct provides a direct wireless connection to your HP printer without joining a local network or connecting to the Internet. When you activate HP wireless direct on your printer, you can securely print documents or photos from most Wi-Fi-capable computers and mobile devices.
