I would like to adjust the print quality settings for HP E-Print to DRAFT quality. I am printing from an HP Pavilion 23 Desktop (not a mobile app).

Hi,
Must be something is not right from the way you set the printer up from day 1. Now please download and run the following tool to see waht it says

Hi,
Please try:
(a) Double click printer icon on desktop,
(b) Select Set preferences,
(c) Click Paper/Quality tab,
(d) Tick Draft
(e) Click Apply then Ok

Hi,
Looks like you have not installed its software and drivers on your computer. Please download and install the following Full Feature Software and Drivers for 652x printers:
http://ftp.hp.com/pub/softlib/software12/COL43742/mp-108722-3/PS6520_1315-1.exe
