Android 8.0 - 8.1 Oreo

I can print emails and jpegs from my Toshiba laptop with the HP460 printer plugged into a USB port.  However, if I plug the printer into my android phone (using a USB connector), it will print emails but not jpegs.  It acts like it is printing (feeds paper through slowly, sounds like cartridges are moving back and forth) but page is blank.  I've set printing preference to black and white, thinking maybe it's an issue with color but that's not the case.  Everything I've read says this printer is designed to print photos.  Ideas?

Are you using the HP Print Service Plugin? If yes, please uninstall and reinstall the App and set it up again: https://support.hp.com/in-en/product/hp-deskjet-460-mobile-printer-series/466639/document/c05384190
