Thanks for taking an interest in the HP community. A very good day to you. I will be glad to assist you and let’s get right to it. Splendid diagnosis and great presentation of the issue. It is amply appreciated.
First let me gather some information for better clarity.
Did this happen after a power outage or surge?
Second
I will be providing a roadmap with some troubleshooting steps to resolve the issue. Let us try these steps:
It looks like a hardware issue with the printer and it may need to be replaced.
- Please perform a hard reset on the printer from this link: https://support.hp.com/in-en/product/hp-officejet-3830-all-in-one-printer-series/7172321/document/c0... by following instructions from the section “Step 1: Reset the printer”
- Now check if the issue gets fixed.
- Later update the printer’s firmware by following directions from this link: https://support.hp.com/bg-en/document/c02919168 using a USB cable connected to the printer and the computer.
Now check for issue resolution. If the issue persists, then the printer needs to be replaced as it is faulty. I am being honest about it here by keeping your best interest in mind.
I will send you a private message to assist you further. Check your Forum private message box in the upper right corner next to the bell icon.
Good luck and keep me posted about the developments. If this helps, please mark this as “Accepted Solution” as it will help several others with the same issue and give the post a Kudos for my efforts to help. Thank you and have a great week ahead. :)

I read your response and am glad that the steps worked. It is music to my ears. Welcome back and your brilliant efforts and persistence are greatly appreciated.
Perform these steps to connect to the wireless network:
- Restore network defaults on the printer by following instructions from this user guide link: http://h10032.www1.hp.com/ctg/Manual/c04724956 refer to pages 90 and 91.
- Then run HP print and scan doctor from this link: http://support.hp.com/us-en/document/c02073861
- This should resolve it for you,
If the issue continues, then perform all the relevant steps from this link: https://support.hp.com/in-en/product/hp-officejet-3830-all-in-one-printer-series/7172321/document/c0... (HP OfficeJet 3830, DeskJet 3830 Printers - Wireless Printer Setup)
Follow instructions from the section “Setting up the printer for a wireless network with Windows”
This should fix the issue for you.
- Otherwise, install the printer as a USB printer and convert the USB connection to a wireless connection by following directions from this link: https://support.hp.com/in-en/product/hp-officejet-3830-all-in-one-printer-series/7172321/document/c0... (HP Printers - Changing from a USB to a Wireless Connection)
- This should correct the situation for you.
Good luck and keep me posted about the developments. If this helps, please mark this as “Accepted Solution” as it will help several others with the same issue and give the post a Kudos for my efforts to help. Thank you and have a great week ahead. 🙂
