You don't -- as there would not be much point in having one if you could.
Passwords simply can NOT be recovered; instead, they have to be reset.
We are not permitted to assist in resetting passwords due to HP Policy.

For Admin password resets, you have to contact your regional HP Customer Support location directly for assistance.

I understand. Maybe you could help me find another solution. The hp pavilion laptop I'm working on was given to a family member because the previous owner thought it was unusable (there was an issue with the battery.) I was able to get the laptop running again, but it is still set up with the previous owner's account. Unfortunately I haven't been able to contact the previous owner to get the passcode. I tried to go through BIOS and factory reset the laptop, but it keeps popping up with a request for the administrator password. I dont have that either. Is there something I can do to factory reset the laptop some other way?

OK, I understand the situation -- but can do nothing for you.
If you take the laptop to a local laptop service facility, they will have ways of getting into the laptop without doing a complete reset -- but we are not permitted to assist in those.
