I've installed a SSD hard drive and now I'm attempting to boot from USB that i created with the Windows Media Creation Tool in order to reinstall Windows 10. I've also created a DVD you the same tool and have verified that they are bootable with a different laptop. when i attempt to boot from the USB drive the HP symbol comes and then goes away with just a bunch of weird lines under it (looks almost like a video problem) and it keeps doing that until i reboot or power off. with the DVD it appears to be reading from the DVD for a long time and then it says that it cannot find a boot device or OS. Any help is greatly appreciated.

Just to be clear, your PC is NOT booting from the DVD. When that works, the PC does not look either for a boot device or for an OS. The fact that you are getting error messages about that indicates the PC is reading the DVD and then skipping over it to try and boot from the hard drive.
You need to go into the boot devices menu in the BIOS and confirm that you can see both the USB stick and the DVD disk. If you can't, the boot loader won't see them either and will not boot from either of them.

Are you selecting the F9 boot options menu from the main menu after you press the ESC key?
When booting from a DVD, you may have to enable legacy mode and disable secure boot in the BIOS.

You can also try booting from the Legacy USB diskette on key/USB hard drive after you change those settings.

Technically it is not booting from DVD - when i see the boot menu i choose boot from CD/DVD and hit any key (spacebar) to boot from CD/DVD and it appears to be reading from the DVD but eventually shows the message about no os or boot source found - it seems like maybe it can't find the boot information on the DVD and I've booted to that DVD with another laptop that i have. I have entered the BIOS confirmed that i can see the USB stick and the DVD disk are listed under UEFI Boot Order and before installing the SSD I verified that i could read a USB stick and a DVD. I don't see a way verify from the BIOS that it can see them but the CD/DVD and USB activity lights flash when I'm attempting to use them. Thank you for the quick response.

Yes I press F9 for boot options after pressing ESC key.
I've tried to boot from both the USB stick and the DVD with Legacy enable and disabled it doesn't seem to matter.
I don't know if this is relevant but i don't see a way to disable UEFI but it looks like that may only be used with a network boot.

You're very welcome.
You can't disable UEFI, but with Legacy mode enabled, you should have two sets of boot options.
EFI and Legacy.
There should be a list of devices to boot from in each boot option category under the F9 boot options menu.
Since you have tried booting from the legacy boot sources and nothing happens, unfortunately, I don't have any other ideas you can try.

Try first from the UEFI DVD so that W10 installs in EFI mode.
If that doesn't work you will have to boot from the non-EFI DVD (legacy).
The difference will be that in EFI mode the disk will be formatted with the newer type GPT partition table, and in legacy (non-EFI) mode the disk will be formatted in the old style MBR partition table.

This is an update to the original post - I guess - and I don't know another way to do that. This morning I reinstalled the original SATA drive and it did not boot until I went to the bios and reset the defaults then it booted correctly. The USB stick and DVD that I've been trying to boot from were created with the Media Creation tool downloaded from Microsoft and with them both inserted i could see them both with the old disk running windows 10 and when I launched setup from each device the 'do you want to let this program make changes to your computer' came up and i clicked on 'NO' and then tried to boot from USB stick and the DVD and they acted the same way - the USB stick show some odd lines in the lower part of the screen and the activity light was blinking for a while and it then booted to Windows and the DVD show the 'hp' logo for a while (no activity light) and then booted to windows. I don't really think that enabling 'Legacy Support' in the bios is worth trying since it would not boot until I set defaults in the bios which disables 'Legacy Support'. I'm at a loss - thanks

The reason it won't boot in Legacy mode with the original hard drive installed, is the partition on the hard drive is GPT.
A hard drive will only boot in legacy mode if it had been formatted with the MBR partition table.
You can install W10 in legacy mode on the SSD, and it will work just fine if you can boot from either the DVD or USB flash drive in legacy mode.
