Operating System: Microsoft Windows 10 (64-bit)
I've been having some boot up issues for a while.. It would boot up extremely slow, and I was lucky when it would boot. It used to just be stuck on the beginning HP loading screen when it first turns on.. Now it does that, but then it gives a black screen. Not black like it turned off.. Just that it won't show anything or go further. I got it to show my mouse once, but it wouldn't do anything after that (usually when it shows my mouse it'll boot up. I have to keep moving it so the computer would recognize it, otherwise it won't boot up). Somehow in the past I was able to fix it in Safe Mode, but now I can't even access Safe Mode. I press the button to and then.. Black screen... I've tried system restore multiple times and each time they have failed. I've tried startup repair, but it would stay on the same screen for 8 hours and not budge an inch.

Other than seeing if there is any latest BIOS version listed in your HP support page and thereon updating BIOS, unfortunately I have no other suggestions.

I would also suggest you to get notebook checked by certified technician to identify the issue.

If Windows 10 is pre installed in this notebook or if it has been previously upgraded to and successfully activated, I would suggest you to clean install Windows 10 Home 64 bit using Microsoft Windows media creation tool by creating bootable installation USB. Follow this:

Temporarily you may have to disable Secure Boot from BIOS setup and then boot from the installation USB

I did a quick skim through of that post... But it looks like I need the computer to be running to do any of it... I can't get anything to run at this point.. Even pressing F8 doesn't do anything now. I'm thinking buying a new laptop just might have to be the way to go. The laptop originally had Windows 8 on it, and I was able to upgrade it right when Microsoft had rolled out Windows 10. Would it be possible for me to make the drive from another computer? My boyfriend and I had built his computer from scratch a year ago. But I don't know if we still have the OS disk, and I believe it was a one time use only kinda thing.

Yes I linked you that precise tutorial for you to create bootable media from another computer. No need of worrying about OS disk, Microsoft had made it easier for you through media creation tool.
You can easily install Windows 10 in your machine in my opinion. Windows 10 will be automatically activated after installation while connected to internet.
