I've got two 8770w laptops. One works fine and is running Windows 11, or Linux Mint. The second won't boot up. It displays the following screens:

I've tried two different hard drives, one with Linux Mint cloned from by other 8770w, the other with Windows 11 cloned. Both hard-drives work in my other 8770w. 

 

I don't know the bios password of the non-booting laptop so I can't change the boot options in the bios, but the two options are Notebook Ethernet and Notebook Hard Drive so I was expecting the laptop to boot from one of the hard drives.

 

The diagnostic UEFI available in the bios says both the memory & the hard disk are ok.  Smart Check & Short DST  are both passed, but then the boot process says Hard Disk (3F0).

 

What am I missing? Is there a way or resetting the bios password so I can specify a USB boot device & reinstall an OS? Or is there another issue that prevents the laptop booting from a cloned hard-drive?

Here is HP's official policy regarding BIOS passwords:

 

According to the Community's Rules of Participation:

 

4d. No posts shall include instructions/directions intended to bypass or subvert security mechanisms such as lock screens, BitLockers, BIOS lock, passwords, fingerprint/biometry scanners, PINs, or any other safety measures.
