My son's notebook will not boot up. When turned on it says preparing automatic repair, then that it is diagnosing the pc, then a message states that the PC did not start correctly and gives a choice of restart or advanced options. We ran all the diagnostics and they were satisfactory, and tried a hard reset but we keep getting back to the "PC did not start correctly". Interested in any suggestions you might have.

Has your son backed up all the personal data from this laptop?
Did your son created recovery media after first setup of this laptop?
This laptop came with Windows 8.1 64 bit from factory. Has it been successfully upgraded and activated to Windows 10?

Yes, however we took the nuclear option and did a complete restore which rolled it back to Windows 8. Now I have to figure out if we can upgrade it back to Windows 10 for free like before or if we'll have to purchase it.

You mean, rolled it back to factory configuration i.e., Windows 8.1 64 bit.
If you've previously successfully upgraded and activated to Windows 10 Home 64 bit, you can do a clean install of Windows 10 using Microsoft windows media creation tool by making bootable installation USB. It'll be automatically activated after installation while connected to internet.
