HP Envy Bang & OLUFSEN not charging and turning ON so often!! Really Frustrated

Dear Sir/ Madam, 

I bought my laptop on 2016 and never faced any issue till 2019 Jan. From then I have facing this not turing ON and not charging issue for 3rd time with an year. I really need permanent fix and also wants to know how to avoid this and what exactly the issue with my Laptop is. Last time the service center said it's IC issue and needs to be charged and I was charged 2K.

Step 1: Remove discs and devices

Step 2: Perform a hard reset

Step 3: Run hardware diagnostic tests

Step 4: Refresh or reset your PC 
If the computer does not start and opens to the Choose an option screen, continue to the next step to run Microsoft System Restore.
