System Restore is not the same thing as a Recovery.

 

Two different things entirely.

Yes, System Restore requires that you have a means of accessing Windows and your computer.

 

 

For the Recovery

HP Consumer PCs - Using the HP Cloud Recovery Tool (Windows 10, 7)

 

OR

 

Microsoft - Download Windows 10

 

Notes

 

If necessary, use a different computer to make the bootable installation media.

 

If your computer came with Windows 10 installed, the product key is embedded for that Windows 10 type.  When asked for the Product Key, select "I don't have a product key" and W10 will install and activate using the internal key.

 

After Windows 10 is installed, update your Windows 10 and your HP Software and Drivers.

Discussion

 

The Cloud Recovery requires that you create the bootable recovery USB - it does NOT require that you do so using the same computer you are trying to recover.

 

That is, create the Cloud Recovery USB bootable drive on a different computer.

 

Steps 1-3

Download the HP Cloud Recovery Tool and create the Recovery Image on the appropriate USB drive / stick.

 

Note - Some of the text indicates you should make a backup of your data...

 

Admittedly, if you cannot log into the computer, you won't be able to create a latest backup of your data (personal files and folders). 

 

After the system is recovered (Windows 10 installed), you will need to depend on your most recent backup(s) to recover your personal data - yes, if the backups are not recent, you might lose some data. 

 

Data located in Cloud Storage - OneDrive, for example - will be available to you again once you log into your Microsoft Account or the account that manages that Cloud storage.

Step 4: Recover the system

This is where you are using the created image recovery USB to recover the system to which you have no login access.

If you cannot access the computer,

If the hardware is healthy and ready to have Windows installed,

Recovery is an option.

 

Cloud Recovery is optimal compared to downloading Windows 10 from Microsoft.

 

Either option - Cloud Recovery or Windows 10 from Microsoft - can install Windows onto a healthy computer so you can create your account on the computer and complete the process of recovering your personal data from backups.

 

If nothing I am saying makes sense, simply ignore me.

My apologies on not understanding how to reset the system, it worked 👍🏼👍🏼 BUT it’s doing exactly what it did when I first bought it, what I sent it in to HP to get fixed. The screen flickers back and forth from whatever you have pulled up to a white snow garble. I tried to send it back in to HP about 60 days ago, but the guy I spoke to on the phone kept repeating his question just saying it differently, I got fed up with it being n productive. It was like he did believe me

If the issue persists after the Reset please contact HP Support in your region for Service Options

 

1) Click on this link - www.hp.com/contacthp/ 
2) Select your product type below.
3) Enter the serial of your device. 
4) Select the country from the drop-down. 
5) Select the chat or get phone number options based on your preferences. 
6) Fill the web-form and proceed further.

I understand your concern and I have brought your issue to the attention of an appropriate team within HP.

They will likely request information from you in order to look up your case details or product serial number. Please look for a private message from an identified HP contact.

 

Additionally, keep in mind not to publicly post personal information (serial numbers and case details).
