You have a serious problem!

You want to change BIOS settings (UEFI/Legacy) and don't know to find updates!

https://support.hp.com/ee-en/drivers/selfservice/hp-15-bw000-laptop-pc/15551418/model/20075966

You can replace the HDD with an SSD. But I don't know if the Kingston is compatible.

Is your USB-stick FAT32 or NTFS formatted?

So download the updated (!) Media Creation Tool and prepare that USB-Stick for a different computer.
https://www.microsoft.com/de-de/software-download/windows10

Select (F9) the USB and run the installation

Hi,

If you turn off the PC by holding power button

Insert bootable USB drive

turn on PC and continuously keep pressing ESC until startup menu appears

press F9 to enter boot menu

what do you see in boot menu?

You created the USB drive with Microsoft media creation tool?

Try using a different USB port.

Ok,

The PC is not seeing the bootable pendrive.

First, I would try in different USB ports and see if the PC sees the USB drive. (same F9 procedure)

I would try turning off fast boot and clear the secure boot Keys in BIOS.

I would try creating a different USB drive (another USB Drive) with Windows on it.

Let me know,

David

"The PC is not seeing the bootable pendrive" - The PC is not seeing the bootable pendrive, the bootable CD and HARD disk.

First, I would try in different USB ports and see if the PC sees the USB drive. (same F9 procedure) - I tried, many times. (USB ports  is work - it exactly)

"I would try turning off fast boot and clear the secure boot Keys in BIOS"  - this is the main problem. Notebook does not allow changing secure boot  - for example https://fossbytes.com/enable-disable-secure-boot-windows-8-10/ -It does not help

the Notebooke does not allow saving changes
